I am going provide two responses to this.

The first is based on scholarships/aid that the Top Colleges provide International Students. The Universities are:
1. Columbia University (NY)

3. Duke University (NC)

The second list is based on tuition fees from US News. These Colleges are:

5. Brigham Young University—Provo: $5,460
6. Central State University: $5,776
7. Bridgewater State University: $7,050
