Yes, students at US Colleges have a broad flexibility in picking courses and deciding what degrees they want to pursue.
The main course of study for a degree is called a "Major" and one can pursue dual or more majors. For each major you need to accumulate a required number of course credits. This of course depends on the college/university.

There is also a concept of a "minor" - which departments may allow if you meet a certain number of credits.

There are certain universities that allow you to do something called a dual degree program, where you can earn two distinct degrees of the university. The University of Pennsylvania allows you to do a dual degree across any of the four undergraduate schools and even has some coordinated programmes (check out the Huntsman, M&T, Viper, LSM etc programmes). Other colleges that offer such options include Boston University, Northwestern, Cornell, University of Alabama etc
