It depends on the financial aid policy of the college. If it awards need based financial aid then scholarships are awarded on the basis of your family's financial situation. If it's merit based then the scholarship is awarded on the basis of the strength of your profile

Scholarships are merit-based awards given by colleges to academically high-achieving students. Every college/university has a cut-off for awarding the scholarship. For example:

Arizona State University awards New American University (NAMU) Scholarship to "outstanding incoming international freshmen and transfer students as they pursue academic excellence at ASU". Eligibility factors include highly competitive GPA and test scores.
